When they say "check-in time" they mean you can check in anytime after that time. Most hotels it's around 4. The reason they have a time is so the staff has plenty of time to clean all the rooms & prepare the rooms for the incoming guests. You don't HAVE to check-in at 4.

If you're arriving before 4, sometimes you can get an early check-in. If the room is not ready, most hotels have a storage area where they can keep your bags until you come back later to check-in.
