No, Oz isnt. But in episode 2/ part 2 of the game (its a different cd and everything) he is.

dud gecko moria was good but he didn't do any big damage to the crew at all in the end he turned into a monter then luffy punched out all the shadow in him. eneru the skylord did more drastic things same goes for crocoldile known as mr 0

@jonbotone One Piece characters tend to say most of there special attacks in english, french, and occasionaly in spanish. Gecko Moria is a good example.
