A system in which private companies bribe governments and the government isn't accountable to the people (which is the case in most African Countries), isn't a Free Market. A Free Market is when the success of the company directly depends upon the increased well being of the people. If the people don't like it, they should be able to fire the company. but since the governments in Africa aren't accountable to the people, the Free Market isn't so free after all. You have the best of intentions...
It is not an example of a free market or liberalism. No real free market supporters or liberal would support water "privatization". It is theft of peoples property by Governments and Corporations.
