Maybe try writing in to PUB to find out what is going on?
Unfortunately, I think generally speaking, Singaporeans just like a manicured landscape. It's hard to change their mindsets and thinking no matter what. They want to see biodiversity at restricted areas (e.g. nature reserves) and see them only when they want to and not co-exist with them.
