If you read First Strike, you find out that Arbiter was the commander of a really big ship that Master Chief and a couple of other guys high jack. Arby and Chief were in a fight and technically Chief was losing so Johnson let out a clip in Arby's back. Cheif then kicked him into and escape pod and BAM. People don't like readin books these days so im here to inform if you need me too ^_^

No, that was in the original Halo. The recent Arbiter, Thel 'Vadamee, became the Arbiter in Halo 2 (as shown in the cut scene above). Thel 'Vadamee was in Halo, but he wasn't the Arbiter yet.
