There is only a "tension" because people have adopted the pagan philosophy which states that people cannot be held responsible unless they are free. The problem is that such a philosophy is unjustified and is only assumed and asserted.
The answer is simple; God holds people responsible because He is God and can do whatever He wants.
IOW, responsibility presupposes Divine Sovereignty, NOT human freedom!
If you don't like that, then go find another god and religion!
