I believe that the Gov't is running this Op and that Tis are chosen not just randomly by big brother but by third party organizations to include local, county, state, and federal law enforcement agency's along with community policing and neighborhood watch programs in an attempt to direct and control criminal activity to include the Govt's involvement in illegal Cash cow crimes; prostitution, drugs, trafficking, ect...not to mention non - consensual human experimentation. They draw out the torture over ten years and on and on because they get paid by the numbers of people they victimize. More victims means hiring more gangstalkers, renting more houses, training more people, distributing more weapons. Follow the money. This is not a cancer test. Bunk. They are killing people and doing it the most profitable way possible.

@MarinaHill You are absolutely correct. It's about the MONEY; it always was and will continue to be so. So, who has the cash to support this? Corporations, large businesses, medium-sized businesses and CHURCHES... Plus the churches have an unlimited amount of eager Christians (sickos) whom are more than willing to be an active participant in getting rid of an alleged threat to the community, for free.
