Player can chose to be a black people and kill white, yellow, red people or ghols and mutants and even black people attaking you. It is a game, you kill the agressives, and if you want to be evil character, you can kill inocents too... but it is agame.
Fallout 3 is so cool... the mood is way better than New Vegas.

It's if you score a critical hit, and since when you are hidden you always get a critical. (As in crouching, and it says that.) It usaully does.
