I think the song is about how lost and sad he is, and doesn't know what to do since he lost her, he mentions it so late for like dramatic effect, by telling you what hes done, then saying why. He wants to swim away but doesnt know how, is like saying "I want to die, but i can't bear to do it" And i guess in this song falling in the ocean is symbolism for falling into sadness, the ocean is blue and vast, sad is usually co-related with blue.
