Not really, a good legal system is based on empathy rather than vengeance. I grew up in a small Marxist state, and, it was brilliant. Universal health care, homeless aid programs, city maintenance, non-privatized drug companies. We had plenty of socialism and the government looking over every corner of the corporate spectrum, and it was wonderful. People were treated like human beings, instead of tiny capitalist pawns. A good government always improves things for it's people.
