Here is some information i learned about this merc They are first seen in chapter 13 They sport lazer targeted desert egals and are considered snipers. if you feel you want to act their role get a desert egal with no other weapon and activate unlimited ammunition

you unlock them, along with other rewards, by completing the challenges and getting medalion points. If you press start during gameplay and go to rewards, you can pick which ones you want to activate. If you beat the game on hard, you should already have some unlocked.
