I always wanted Phoebe and Joey together, but the writers knew it would be weird if all the friends paired up together. They totally encouraged Joebe throughout all the seasons, though, so it's their fault everyone was so mad when they didn't end up together. Heck, they kissed at least 2 times..? Maybe 3.
