When they say clear the area, they mean it... and they WILL arrest you for interfering. There are enough paramedics and police on site to handle things, and if they want your help they will ask.

correcting witness/victims as soon as they escaped the building,

Today the media admits it was wrong about Columbine. They were looking for answers and jumped to conclusions with no evidence or facts.
