If I'm not mistaken, corn supports 32 people, while wheat supports 48. You can only have a fixed number of support structures (mansions, wheat fields, windmills) per town, so to max out your towns, get the best possible support structure for said town.

In Fillmore and Northwall, that's the mansion (can support 72 people), in Bloodpool, Marahna, and Kasandora, you have wheat fields, Aitos has windmills (72 people, iirc)
