Leicester is pronounced less-ter not lie-sess-ter. I know you're Australian so I'll let it slide. It's on of those stupid English place names like Warwick being pronounced war-ick rather than war-wick or Yeovil being pronounced yo-vil rather than ye-oh-vil.
There is no rule prohibiting bouying property in the first circuit of the board. That is a common house rule. It sounds fair (since it makes sure the player who went last isn't disadvantaged) but it's not in the rule book.
