The intro is very haunting.......the lyrics to jesus in a hole trying to crack a smile is a reference to just how out of control the world is and not even jesus our lord can handle another shovel load of "shit".
What happened was Chris Cornell was high on the fourth of july and was inspired to make a metaphor out of it to come across with a deeper meaning. Its not ABOUT drugs, its Cornell's typical "people are stupid and hypocritical" lyrics. I was depressed on the fourth of july once and this song is absolutely incredible to listen to for me, it's my favorite song of all time by far.

I think the line "heros in stretchers ditched to the side" implies regular army-to-army combat, with lots of explosions in the air (flak, mortars, etc)
But nuclear war is also a good interpritation, it makes sense.

That's one of my favorite things about superunknown, the lyrics are so incredibly dark.
