Actually, the devastation in Iraq didn't start with 9/11 at all. It runs from Reagan to Bush to Clinton to Bush - a straight trajectory of mass destruction. 10 years of bombing in the so called 'no fly zones' and draconian economic sanctions under Clinton who BTW signed the Iraq 'Liberation' Act into law. Reagan sent Rummy there to help Saddam kill off his enemies and provide him with the chemical and biological weapons he used. US/Iraq policy has always been bi-partisan.
