It really doesn't matter if you're a CIA agent or not. You can actually shoot inncent people in the level. If not, it's still too disturbing for a videogame. Jon is a complete idiot. Even if it's just pixels or whatever, it still can have a severe effect on kids. It's still a visial representation of killing innocent people.
