For many years, I have complained to the Texas Lottery Commission regarding a purchase and/or redemption. Many vendors are very rude, refusing to hand over the PLAYER copy of the ticket redemption. I was successful in getting the Lottery Commission to print out TWO receipts: A Retailer Copy and a Player Copy.

The problem remains that many vendors REFUSE to render the Player Copy!

If they did this, the Willis ticket could have never been stolen!

The Commission does not punish vendors.

I wonder why the liquor store isn't shut down or lottery sellers permit revoked or put on hold until they sign a new deal with new stipulations regarding liability and employee conduct.
