India has been honest enough to stand up and say they don't need it, but others will not. Given that 50 years of Aid has just resulted in enriching African dictators with no difference to the people, perhaps we need to try a totally different approach. Send in Western charities and NGOs to distribute and administer it, backed up with our troops for security if they are interfered with in any way. Any country that objects or obstructs gets no help. Also, we cannot be serious about helping Africa if we maintian duties against their products or if we subsidise our agriculture by the CAP
