In J-pop videos i know alot of girls wear really short skirts but they always wear (according to Tanaka Reina) A "panty gaurd" or rather, really short shorts to cover thier underwear, So i know (at least most of) the girls in these videos have shorts under thier short skirts, but as for real japanese fashion i don't really know. i'm assuming yes haha

If u got great experience and doing your job good, you can experiment with some "addings". In other cases it leads to obvious mistakes.
