He's sneezing because humans have selectively bred persians to have inferior nasal cavities. It's.. cute. Or something. Pugs and english bulldogs have the same problem. The complete lack of any kind of bridge (or nasal stop) leaves the sinus open and vulnerable to debris.

You might want to take Winston to the Vet, because his behavior suggests that the area being licked is tender or downright painful. Cats often sneeze when they are in pain, and agression and /or repeated sneezing, like he displayed is a sign of distress. He may have a kidney infection, or other intestinal problem.

It's funny, because you don't have to even read the words to know when he's going to sneeze, you can just watch how the back of his head kind of 'twitches' when he feels a sneeze coming on. Winston is hilarious!
