he did. He needed Jack to kill Ryan along with do many other tasks, which is why he kept him alive for a while. He also did not think that he would get away. You actually are supposed to go "get stepped on by a big daddy", but Tenenbaum helps take all that mind control crap outta you, so u have free will.

The good ending basically tells you that Jack sends all the little sisters he saved to the surface to lead a normal life.

For what the majority of the content of this game is, that ending makes up for lack of joy.
