Also to consider that a series is a spin off from another one it has to be connected in someway with the original (characters, setting, plotline, etc.) wich is not this case. There´s not a single character from That 70's Show here and it takes place in California instead of Winsconsin. The only connection is the show´s name. So it doesn´t qualifies as a spin off.
