As an ex rugby player the initial challenge (I mean at the 1st point of contact) is NOT a high challenge, it's just below shoulder height (pause at 2.49) which then results in his arm moving higher due to the momentum of Ashton.

Ashton's "shove" was uncalled for and an obvious act of aggression, and if you watch his hands closely he was about to "shove" him again or possibly strike him.

In my opinion he deserved what he got, was the main instigator, and if I was Tuilagi I'd do the same.
