Johnson declared this an act of war (which it was, if it would've happened), and went to war in Vietnam, to fight against the spread of communism. Due to guerilla warfare and propganda, it spread anyways. As for the Gulf of Tonkin incident, no NVA boats were seen that night. The mastermind behind the flase report directly ADMITTED he made it up just a few years ago.
