I am on the Canadian shore. There are lots of good places to swim from shore but you must watch for boat traffic. As far as I know, spear fishing is not allowed. Regular fishing does require a license unless you are watchful!
I was in Cuba this March and had a great time diving near Pilon.
I ended in Buffalo NY due to things of this live, I'm from Cuba and used to freedive & spearfish there every weekend. Is there any place around Buffalo, NY where you can go swing from shore and do some snorkeling at decent depth? Do you need any license?
The average vis in the Upper Niagara is 20 feet. Back in the 70's it was 4 feet; be happy.

I have lived here in Fort Erie forever but that is the first time i was able to see our fish in there natural environment. Very neat !
