Well I thought you meant that wath they or in this case he did was false (lawbreaking). Of course he is only doing what he is told to do (or at least I hope he is). Provoking is maybe a to negative word to use. If you are allowed to do a deamonstration and he is told not to let you do one you are provoking this reaction by doing the demonstration. It´s not that I say what you are/were doing is false because I don´t really know although I think he isn´t doing anything wrong on purpose.
