nope its made by REDALiCE but you only find this song in this version on the IOSYS album. REDALiCE done a new (2008) version and released it on his album "SCARLET EYES". Thtas it ^^

This song is really more beatmaniaIIDX than Touhou. The main melody is Waxing and Wanding (from IIDX13) mixed with U.N.Owen Was Her, and the rest of the song extensively samples Go Berzerk (IIDX11 Console Version) and SigSig (IIDX12), with the countdown and "somebody scream" from Second Heaven (IIDX14). So... yeah.

After listening to Second Heaven, it's actually not the same voice saying both countdowns. For instance, this countdown commences with a "countdown start", whereas Second Heaven's is just a "countdown". Nevertheless, an announced countdown starting from 8 that gradually speeds up and ends with a "Somebody Scream!", alongside all the other beatmaniaIIDX samples, makes it pretty obvious what the intent was. I mean, I guess it could all be some gigantic coincidence, but I kind of doubt it.
