This law has incresed the participation in politics of indigenes and women in over 100%. This is equality, this is streghthening and spreading democracy throughout a whole country. This is the man who has also cretaed a free health insurance for all pregnant women and their kids untill the age of 5, insurance that mostly helps the poor indigenes population of Bolivia.

Very short but interesting conference by the best president Bolivia has had in the last 25 years. Obviously the person that has written the coment before me has no idea, what so ever, about bolivian's recent history. Ignorance, huge ignorance. First of all it would be important to point out that he was the President of the political party in Bolivia that gave vote to women and indigenes people in Bolivia.

He was also the man who created, during his first term as president of Bolivia, the Popular Participation Law (1994) in his country, law that created over 300 municipalities that directly elect their mayors and that recieve an anual budget for Education, Helath, Sports, Roads and Irrigation projects, so important for rural areas that mostly have indigenes populations.
