Whenever an escalator breaks down it has to be barriered off because the step height makes them unsuitable to be used as stairs. It just a health and safety thing. If they didn't and someone tripped and hurt themselves the owners would be liable.

Unfortunatley, people routinely ignore all types of safety barricades used by escalator repair crews. All I can say is that escalators can carry 4 and a half tons of humanity with no problem; they are extremely powerful machines. Anyone who evades any sort of chain or barricade indicating the escalator is out of normal service is taking a very serious risk. If there's any sign of something out of the normal, do yourself a favor and look for another way: Elevator or regular stairs. Be safe...
If they really wanted to prohibit use of that stopped escalator, they should've placed a more physical barrier at the bottom and top, as well as stopping the down escalator, and using that one as a temporary two-way stair.
There are several reasons why you don't ignore the barriers and attempt to walk up (or down) an escalator that's been placed out of service. One, as you've pointed out, there may be steps missing or broken. Two, the machine brake may be the problem, which could lead to a heavily loaded escalator rolling down with no way to stop it (think big pile of bodies on top of one another, 300 pounders included) Also, escalator are not suitable stairways - the steps are not uniform in height.
someone should shoot a video of the machine room that has the motor and drive assembly and electrical boxes and put it on here, like next time they are repairing an escalator and just film the guy fixing it and everything else
well if stairs were missing I can see the reason, and the possibility of it shutting on in an instant. For safety I'd not use it, but seriously, they're just stairs as mitch hedberg said it.
there were no stairs, all the escalators were open and i needed to get to the kid i babysat who ran up the down portion of the escalator..... so after i lifted the chain this dude gave me a ticket and said i was violating protocol.....
well congrats for not just looking at the stairs and wishing you had a way to get up there.... lol

Really? It's an escalator...meaning they're now stairs. If they get hurt, it's the same as getting hurt by just walking. Think, people.
What does bug me about the students is the fact that no one removed the chain, although maybe it's on there well enough that they can't.

I saw an escalator like that once - at the top, the top 4 stairs were completely gone, It was just a pit.
And it only had a barrier like this, too!
If they all piled on one like that, they wouldn't be able to stop each other from running up, and would fall into the huge escalator pit.
