That is correct. The Roadmasters STARTED with the Chevy 305 L03 in the Estate Wagon (170 hp, 255 tq), but the 350 L05 (180 hp, 300 tq) was standard in the sedan when it came out in '92, and optional in the Wagon. Of course, in '94, the LT1 became available (detuned Corvette engine), cranking out 260 horses @ 5,000 RPM and 335 lb/ft of torque @ 3,200 RPM!! Although for some reason, the LT1 lost 5 lb/ft of torque in the Roadmaster's final year (1996), down to 330 lb/ft at a lower 2,400 RPM.
i ask because i'm on autotrader a lot dreaming about one and i found a vin number decoder and each one i put in to decode said it had a 350. after a long, hard, pain-in-the-ass search on google, i found out what the engine code is for the LT1 in the b bodies; 8th digit is a P. the W is the 4.3L L99 but every 94-96 RM sedan i've looked at has a P in the vin. now i just gotta get the money and find one close by with leather seats and i'll be set.
all Roadmasters and Fleetwoods, Caprice 9C1's, and Impala SS had the LT1 from 94-96. 92-93 Roadmasters had the TBI350 and the 91 Roadmaster Wagon had the 305 TBI
it was closer to 9 seconds to 60. this is normal for a 92. it's a 305 and only has 180 horse. get a 94+, has the LT1, 260 horse, is substantially quicker.
You're right, usually they don't. I have a 90 Chevy shortwide truck w/same engine/trans hp rating, about same weight/axle ratio and 0-60. Mine did not have a tach but seemed to not be shifting that high. I was a engine performance tech at a Buick dealer in the early 90s. Upon test driving these Road"hogs" with a tach, I found they shifted at around 4k at WOT. This one in the vid sounds good with those mufflers, 0-60 in about high 7s low 8s for this one in the vid.

The LT1 is the much faster motor, but those old L05's have such a nice sound to them. What did you do to the exhaust to make it sound so mean?

Well, I know the Roadmasters never had the 4.3, and the LT1 itself is, of course, a 350 V8 (5.7L).
