depends on what you put ur points in, Dual Wield Specialization hightens ur off-hand weapon dmg, so i guess yea, but i'd go 33/28/0 spec is good for me ;]

The guild I'm in is mostly a pve guild, I've managed to hit 54% crit with that axe during a kara run, it's amazing dps when speced for it. And having 40% crit for arenas isn't a bad thing, not as good as sword or mace for arenas but still does well in the right hands.
