Yes, correct. In Viewer 2.2 (and later) there is no longer a debug setting, it simply is on/allowed for all users. To wear an attachment on top of an attachment, simply right click the item in your inventory and choose 'Add'
You can also use multiple attachment on the latest versions of Emerald, Snowglobe, Kirsten's, and other Third Party Viewers. I'm not sure if they use the same advanced/debug setting, or have an option in one of their preferences screens.... but it's in there somewhere!
Pay no attention to the little box that appears at the bottom right at :56, that was a random SL notification, not a part of turning on multiple attachments.

I'm using Second Life Viewer 2.2 right now and in this version the multipleAttachments command in Deboug Settings does not exist.

I've just confirmed that in the latest version of Kirsten's Viewer this exact same tutorial works. Same advanced menu shortcut keys, same setting.
