It's video driver's fault not Win98 per se... I used to run Windows 98 SE on a large 21" CRT monitor with a Voodoo5 card @1600x1200 and it ran very stable! Some very very old graphics cards however(from the mid-'90s)could manage such resolutions only in theory(perhaps in 8bpp mode and at a very low refresh rate); And if you forced them into such a mode-you would get such a result.

I installed Windows 98 on PC with 19 year old graphic card. I tried to change resolution, and nothing happened, it's working on 640x480, i can't change it.
