@wrinkster22 Not a stupid question! In the marine/cruise world that's there way of welcoming a ship in and celebrating their arrival. Whether it's a new cruise ship or any other important ship carrying important people/cargo. Think of it like how the air force shoots out the colored smoke at ceremonies and air shows.

@GrandCanyonRailfan I actually spelled the word correctly. FLOTILLA is a small fleet of boats/ships. FLORIDA is the state in which I live in and where I shot this video. Thanks for the incorrect correction, however.

@wrinkster22 Usually ships dont get very dirty... they don't go through mud or sand :-) Spraying water is a sign to say welcome. They also do it on airports when a special airplane lands, for example the Super Constellation in Europe. Airport fire fighters love to show their trucks too... ;-)
