Itachi was a pacifist, so of course could not allow this. But he couldn't kill Sasuke, because he loved Sasuke more than anything, and Sasuke's life was more important to him than the village. He joined akatasuki to watch what they did to Konoha from the inside. So yeah. Damn. I love Itachi.
