I always remember introducing somebody to ELO/Jeff Lynne, and playing this song to them... it made them cry. It's a very simple and yet very powerful song, and probably one of the best things he has ever written (amongst all the zillions he has written!! lol). As I recall, it wasn't a charity song as somebody suggested, BUT... it should be a signature tune for whats happening... simple, but powerful!
