I dunno if anyone has mentioned this to you guys: No spoilers, but the bird thing IS explained in the fiction of the world--there IS a reason for collecting dead and dying birds. I think the pieces of metal are too, but I don't remember what their deal was exactly...
Also, Condemned 2 ruins the whole survival aspect by making the main character into a gun-toting murder machine. (The plot also takes a really weird conspiracy-theory superpowers turn that doesn't help the game any either.)
I don't want to diminish the moment for anyone, so I won't refer to it in detail. But I laughed my ass off after you guys hopped that sign. Great stuff. :)

Answering your question, I think scares that are in games that aren't supposed to be scary are extremely effective, as you NEVER expect it. It's like Half Life, when there is a headcrab behind a box, just like another person said below.
A good example of a game lulling you into false security was in Half Life 2: Episode 1. Theres a part where you climb up a spiral staircase, going in a counter clockwise direction. at the top there is the door to your left, and a supply crate to your right. Your first instinct and probably without even thinking is to run into the supply crate cause thats the direction you're already turning...and you dont realize that Valve puts a poison headcrab in the doorway where your back will be turned.
I think silence and good pacing is the best way to give good tension. If a game just keeps throwing scares at you and jump scares its going to lose its affect very quickly, but when a game lets you let your guard down it can really set the player up in bad bad ways. Yet if it doesn't throw enough scares at you it will make the game not scary and boring.

The sign scene is one of my favorites, but there's still even better stuff ahead. Also, to answer your question, they explain the bird thing more in Condemned 2. @frankenstein123 In addition, I find that a judicious use of stillness is a great way to make a game environment unnerving and to build tension (i.e. Amnesia, Silent Hill 2, etc). Of course, too much tension can become exhausting to the player.
It must be really difficult to make scary games. Generally you know exactly what to expect because you recognise how the engine works (like the second time you encounter a scripted event) and you normally have the tools to quickly despatch whatever enemy is attacking you.
Amnesia works because you really are helpless and you want nothing more than to avoid or escape an enemy.
That said I've been scared by quite a few games, being in control makes them scarier than movies in some respects.
@Zaxex Feeling helpless is a big part indeed. As awesome as FEAR is (and it is one of my all time favorite shooters) you're essentially a supersoldier with timeshifting powers so nothing it throws at you is scary. I also feel first person games in general are scarier. Playing in third person perspective with the camera positioned behind you kinda distances yourself from the character and it's the reason I never fully got scared by Dead Space or the RE games.
You need to play more of this game it gets way more creppy longer in this is nothing compared to what the later levels are also kessler you are pretty terrible at blocking its super easy i got used to it in like 20 min
also i find this more scary than when i played the game myself i dont know why
