Quattro isn't dead. In the aftermath of StrikerS, she was sentenced to life in jail in a maximum security orbital facility, together with Jail, Uno, Tre, and Sette. (Nanoha doesn't kill people. After all, you can't become friends with a corpse [to play along with the fandom joke].)

That's just what she did, personally, to Nanoha. She also was part of a group that had just almost killed most of Nanoha's friends and allies, and was involved in artifacts that could cause space-time rifts large enough to wipe out planets. Oh, and Quattro was about 15 mins away from nuking Nanoha's city with said shipship

@Yecki It's explained in the series that Starlight Breaker (and other spells) aren't meant to be destructive, so they wouldn't turn someone to dust as you'd expect. Rather, they drain the person's energy (and hurt like HELL).

So, Nanoha's full-power Starlight Breaker x5 against Vivio was just rough, rough love. You could say that Nanoha befriended the shit out of her. =P
