He used a lookalike for the video for controversy and to get people speculating. He needed to get his solo record to sell. Usher did something similar later, but in reverse; to get people thinking that 'Confessions' was an explanation to why he and Chilli broke up - but he didn't even write the song (it was by Jermaine Dupri) and had nothing to do his own relationship. Its called good marketing.
