here is my theory i think like in all the movies this was an experimental prototype for millatary use that can be use as a helocopter for short dives into the city inspections it also has a hovering system that can use to follow vehicles on streets in high speed chases and can fly like a jet i guess an A.A.V ALL AIR VEHICLE. this would serve his every purpose to be mobile in the city above the city and across the city. this is just my theory and it would be really cool and Realistic if invented
