u shouldve taught ur gyarados ice beam so that way it can be easier.i just taught my mewtwo ice beam.thats how i defeated lance

@coolguykev96 Ice Beam is good but Gyarados's special attack stat is not that good. Ice Fang would be better because it is a physical attack and Gyarados has a really good attack stat.
