His mother said when he earned his first money busking/singing at street fairs, that he helped pay the electric bill. ) :

Now he's rich! So far Declan has donated approx $500,000 to his different Charities, mostly for children. He has a great compassion for under-priviledged and sick kids. What an Angel he is.<3

I think his family was way 'not well off.' It's pretty obvious because in one interview, his mother said Declan used some of the first busking money he earned at age 7yrs(singing at a park/pavillion) to pay the electric bill. They were struggling financially, like many families in the US and the world are doing today. The mother dressed him and I noticed over Declan's young life that some of his clothes were not very stylish. Still, thats most probably all he had to wear.
