A computer mouse in general doesn't NEED a mouse pad, but if you've ever TRIED to use an optical mouse on a very reflective surface then you'd know how inaccurate and downright shitty it's going to be. The mousepad was a good idea and is probably necessary fo this application.
The wiring and cameras themselves would probably cost more than this robot would. Not to mention you'd still need someone to monitor the cameras... then you gotta pay someone to sit there.
Don't they already have something far more efficialt called a "Security System" that monitors halls, windows, doors, and grounds? Instead of one small computer roaming halls? Or did no one tell Maine that? LOL
This looks like a fun project to work on. However, not worth to be on the news.
Also, a robot that needs as much power as this one (see the power supply unit?) is not going to keep your school safe, unless you'd give it a seriously long extension cord. which immediately renders it useless.
Still a nice project to teach some form of robotics.
