Zero using 2 sabers is a little okay, however Probably a Design error.

But since he used 2 Sabers to form the Shield Boomerang(Doujin) I guess it makes okay sense of him using 2 Sabers

they actually wouldnt have made him that if it wasnt for the fact that they had to get a new artist for the Zero series. They even wanted to make omega have what looked like zero's original body but budget problems and it what contradict the reason they made zero look different.

Actually, he looks different because Capcom didn't make it. A group of four stand alone guys who wanted to do a Megaman game really badly did. I got my info from the back of Megaman Zero complete works. Sorry if I sound like a know it all.

@hamburgerjoe1 Don't worry, it's Capcom. It was made by their development studio, Inti Creates, who were also the guys who Nintendo outsourced Zelda Oracle of Ages and Oracle of Seasons to. I'm pretty sure Keiji Inafune had quite a bit of input here, since MMX5 was supposed to lead pretty directly into the start of MMZ1. Zero looks different because the designer wanted to place a greater emphasis on the human aspects, rather than the robotic-looking Reploids of the X series.
