He didn't want to teach his moves to certain thieves, but he put out this educational video, which will most definitely be watched by thieves AND create new ones in the meantime, while educating everyone who watches it. Sometimes education can be a double edged sword, like science, but like the thieves told Bob, its all about whats in your heart. Some people just don't have it in them to steal, but appreciate the art nonetheless.

Bob Arno is actually just as good as the professional thieves were. He just needs a little bit of practice. Again, his heart is in making people league, rather than making people cry. If he focused his energy on doing it as a profession, he would be one of the best street pick pockets, just as the thieves were.

It seems to me that maybe the city could recruit these pickpockets and go around teaching tourists to watch their belongings... they can pick pockets ethically, while able to make a living from the city. The city benefits from better public image, and less administrative costs from handling all these petty crimes.
