there is a solution..this puzzle is supposed to be solved thinking outside the box..what you do is draw a doughnut around the puzzle. the houses and utilities sit on the doughnut. so now the utlities can drop down into the center of the doughnut and wrap around or just connect on top. it's a I.Q. question i ran into years ago.
