With the fuel re-critical underground even nukeing it at this point probably would not help. They needed to nuke the site before it could melt through the floor and they had the chance to vaporize/disassociate the material so it couldn't reach criticality again. Maybe the Russians think otherwise and are letting the Japaneese think about it or they make act alone. Nobody else seems to want to do anything to stop this madness. Peace
