If you're using the joystick, that'd be the problem. Check zsnesw.cfg and zinput.cfg and see if there's a "deadzone" option, otherwise, use a dpad with it. If you are using the dpad then it's a zsnes input bug which is honestly nothing new, and people really should stop using zsnes for now. Use zsnes, snes9x or snesgt.
